Information regarding - change of branch after 2nd year due to a shortage of faculty

I am student of mining engineering from nit jalandhar, 2 year, i got admission in an institute in 2013 hour is the first batch of mining .now in 2015 they are discontinuing the branch .due to lack of faculty and labs .now after 2 nd year they are offering us option to change branch.
is tha legal to change branchafter 2 nd year in nit?
is that possible to shift us to other nits where mining is established that is nit surathkal , nit raipur , nit rourkela , nit nagpur
our career is at stake
