Validity, recognization of iase deemed university for june 2004 to june-2006

i was completed m sc (organic chemistry) through distance mode during 2004 to 2006.
the iase deemed university rajasthan, got post facto recognition till 2005 as per distance educatin concil website downloaded document 090409/recognition policy of dec(new) dated 23/02/2010.
please give me clarification that ---
1) am i eligible to get employment in govt sector ?
2) am i eligible for higher education ?
3) m sc (organic chemistry) through distance mode during 2004 to 2006 issued by iase deemed university rajasthan, valid or not?

I appeared in the higher secondary exams starting from 12/03/2014. my roll no is ****** (wbchse). my exams. centre was sarsuna high school, sarsuna, kolkata 700061. the results are out on 30thmay, 2014.
i secured 56 marks in english( out of 100) which, to my opinion, is much less than my expectation.
i think my said paper has not been properly examined. therefore, i want to see for myself the said paper and review it. to my expectation i should secure more than 80% marks in the said subject.
