Pf transfer not settled correctly

On may 2011, i had filed form 13 to transfer my previous pf account to the latest one ***. when i look at the claim status of this application, it tells me the account has been settled (claim id: ***) and payment sent via neft. this does not tell me about the destination account.
now, i also tried getting my latest balance in the current pf account. the total er amount that i got in sms, was not indicative of the previous employer's balance. it only showed the current employer's balance. even the new account's passbook does not have any inward transfer. please get me the required details about the missing funds, and where did it go.
i raised a grievance request on epfigms.gov.in - hoping they will do something about it. but after a couple of days, that website showed a clumsy "under maintenance" page. so now i can't even check the status of my request. even after a month, that website is still under maintenance. it is absolutely unprofessional to keep a government website under maintenance for so long, and that too without any deadline date.
the epfigms grievance info details:
registration number *** officer's name *** address of the concerned officer : ***phone number : *** nobody picks up the above phone whenever i call. i also need information about this grievance request, and what is being done to resolve it.
inspite of india being the it hotshot of the world, its own central government lacks the necessary skills to maintain an it-enabled government. it is not due to lack of good skills in this country, but the lack of hiring the best skills on government jobs - unfortunately which is still based on nepotism. even if semi skilled people are hired, they should atleast be trained by the best skilled ones. i doubt that is happening at all.
the claim status for my old pf account is no more showing up (probably because data is maintained for 6 months only). a good it-enabled infrastructure, should always provide alternate means to look at archived data.

Around 3 yrs have been passed away, my pf amount is not transfered from indore to jaipur. everytime they said matter is under process.
