Non-availability of original degree certificate for *** (university registration no: ***)

I, *** completed my b.tech during the academic year 2009-10 bearing university registration no:***.due to the delay in convocation process for 2006-10 b.tech pass out batch, i was awarded with provisional degree certificate having expiry date :14.09.2011.
in reference to the university notification bput/858 dated 08.03.2012 university issued notification to colleges to college the degree certificate for my batch. but after several attempt from my side ,i am unable to trace the where about status of my original degree certificate and till date clueless in this effect.
as i am out of odisha, requesting you to kindly initiate steps to dispatch my original degree certificate from university side to the address of correspondence address mentioned above and share the amount need to be paid from my end towards the same including courier/postal charge incurred due to the same (with details of payee through dd).
Not issuing the experience certificate to ex-employees

Why the referred institute is not issuing the experience certificate to its earlier employees who were working over-there as faculty (on contract) since last two years?
There are irregularities, corruption and attitude in public servants what i experinced was very frustrating which i am submitting here.

A few months ago i had duly applied for birth certificate for my brother having birth date 11-06-1975 at faizabad city magistrate by paying pescribed ammount and stamp and tickets. the police came to my house for verification as its the part of procedure but they demanded bribe to submit a favourable report which i refused to in response my file was kept pending for several days. when i repeatedly enquire for several days about my application's status and progress at city magistrate and informed them that i am going to file an rti they assured me to sort my issues out soon and instruct me to come after 10-15 days. i got my file as it was said by city magistrate's office but it was not complete as i had to submitt it to bdo(block development officer) office and i submitted it to bdo he forwarded it to ado and told me to approch him i repeatedly tried to approach ado for 4 cosecutive days and waited every day for 1-2 hours as he was not present on that days or was late. finaly the ado forwarded it to the village secretory of amsin gram panchayat mr. ram iqbal singh. when i approached the secretory he demaned bribe of rs.700 in pretext of government fee when i told him that i have paid the required fee at faizabad court. he yelled at me and said that had was made fool by court personnel as per the government rule i had to pay the ammount directly to him and untill i will not pay him he is not going to issue the certificate. i contacted police cotrol room but they kept misleading me finaly i emailed up vigilance and waited their for their reply for 5-6 days but all in vains. as the ammount demaned by village secretory was not quantitative but still it was a bribe so i decided not to give him and approached the same ado who was not punctual to his duties. but he found to be co-operatie and called the secretory and warned him not to recollect the ammount which i already had paid at the court. when i approached the secretory to collect my bc his excuse was that he was unaware of the fee collection systems and he will not collect the fee as informed by ado.
but my concerns are-
1.how can he be unaware of fee collection.
2.what has he done the ammount he collected in pretext of government fees so for the ammount must be in lakhs?
3.why the officers remain in attitude whilst they are public servants?
4.in what capacity the whole procedure of just a bc cosumpted so much time of 6-7 months instead of my promptness is that because i did not pay the bribe?
