Information regarding - road tax should be paid for using car in another state

Dear @ concerned,
if i use car in telangana of other state registration for more than one month, than do i need to pay life time road tax again here????? because i already paid the life time road tax at the time of purchase of car.
if yes than under which law or rule will applicable.
because i don't think for using car for certain months i should pay life time tax again.
please help in on urgent basis.
Information regarding - the process or procedure to correct wrongly filled assessment year during income tax return filing

My name is*****************, pan card number************. i am regular income tax payer while working at one of private company in mumbai.
while i was new user for online e-filling during assessment year 2011-12, my e-filling for the same mistakenly got uploaded as assessment year 2010-11
(wrong), even though i already filled income tax return for assessment year 2010-11 earlier. for this wrong e-filling find acknowledge number ********** dated 02-07-2011. for assessment year 2010-11 return file was already done on 23-08-2010.
due to this online mistake made for wrong assessment year, i received mail with cpc order refernce number cpc/1011/l1/1103511948 with date of order 07-10-2011. it mentioned that i need to pay 17,000 for assessment year 2010-11 (which is due to wrong upload again made for same assessment year).
on 17-april-2013 i had physically submitted application for correction and requested to correct my assessment year from 2010-11 to 2011-12 in ward -3(4) income tax office, kalyan, thane, maharashtra. according to income tax officer at kalyan office, he was able to see that there are two records of income tax return filled by me for assessment year 2010-11, and there was no record for assessment year 2011-12. i had requested him that latest one of those need to be moved in assessment year 2011-12 which was as above explaination, i can do whatever formalities needed for the same. he was saying its not possible. till now my request has been ignored without any reason and no corrective action has been taken for this till today.
after long waiting, several follow ups, personal tensions as receiving cpc letters and ignorance from income tax officers of kalyan income tax office. under rti, i need to know answers to below questions
1. why didn't income tax online e-filing website didn't gave any alert or warning for new users of website while he/she is filing wrong assement year? (it caused me above problem. i wonder why this web site was not properly tested.)
2. what is the process to correct wrongly filled assement year during income tax return filing, where i have already provided form 16 for assessment year 2010-11 and 2011-12?
3. why my request application for correction dated 17-april-2013 and my personal visits to income tax office of kalyan were ignored by income tax officers at kalyan income tax office?
4. what is official working timing of income tax office kalyan, especially office start time? (i am asking this as i have been in kalyan income tax office several times at morning and officers comes after 11:30 am onwards to office which caused me delays/absence to my office work also caused unnecessary mental stress causing health issues.)
5. referring to point above what is the process for asking for compensation from income tax department for such delays and ignorance towards citizens of india?
6. if i need to paper/media declare, escalate or take other actions for such intentional ignorance towards citizens of india by officers of income tax department of kalyan, please provide name of income tax officers of kalyan office who can take this responsibility on their name.
