Information regarding - state allocation process taken by income tax department

I wanted to know the state allocation process taken by income tax department. i am a obc candidate but selected for general quota because i scored higher than the general category cutoff in ssc cgl 2013 exam for the post of income tax inspector. my concern is this whether i will be given my desired state in obc quota seats as i among top candidates there or i will be given sate under general quota vacancies. my details for exam are

as of date, i have not received my refund. please advise the reason for the delay. last year also get the refund too much late.
