Income tax refund not received.

I had filed income tax return for ay 2011-12 on 17-07-2011. it was filed on line. its acknowledgement no is - 231960890110711. in where, i was supposed to receive refund of rs 26436 /-. instead i have received intimation (vide letter no - cntr/bndl no-0/386 dated 10-01-2013) under section 143(1) demanding tax of rs 39990.
i have also applied for rectification of tax demand u/s 154 on 22nd feb at bkc office in mumbai with all necessary documents. i have not received any refund so far.
i request you to file a rti on my behalf to know the status of my it refund for ay 2011-12 & probable date of releasing refund.
my pan no is - aagpl5704l.

I had applied for change in details given in pan in the appropriate forms. necessary fees for sending the new pan card was also given along.
utiitsl has encashed the cheque; but till this time, they have not changed the details in the pan nor send the new pan card yet.

My pan no is ***. i did not have taxable income in financial year 2009-10 and i did not file income tax return for that year. but income tax department, patna make my scrutiny u/s 143 (1) for financial year 2009-10 (ay 2010-11) on the basis of wrong data shown in there system. they claim that you had file your income tax return for ay 2010-11. kindly provide me a copy of income tax return for assessment year 2010-11 if available with the department.
