Information regarding -new psk

I would like to know by when a new psk will be developed in silchar assam. the closest available psk is in guwahati which happens to cater the needs of entire north east india making guwahati psk extremely crowded and hard to get appointment dates. besides silchar is too far away from guwahati and due to bad road connectivity and no rail connectivity it is extremely difficult for the people of mizoram, manipur, tripura and south assam to reach guwahati and apply for interview in the psk at guwahati. delhi, bengaluru being metro cities are being eligible for multiple psks.
before 2014 mp elections the former minister of external affairs mr salman khurshid had assured that a new psk would be established in silchar town.
so i want the following information regarding
1) what policy has been adopted by the government to open new psk in remote areas so as to become more accessible to the public???
2) by when can we expect a new psk in silchar assam to cater the needs of passport in the adjoining region?
