Information regarding - constructing function hall in residential zone

i intend to construct a function hall in the core ghmc limits of hyderabad. the land i have selected comes under residential area as per hmda.
as per g.o. m.s. 288 dt 03-04-2008 of ma.ud dept specifically mentions that function halls can be constructed on plots above 3000 sq. mts. with an abutting road of 18 mts, in residential zone.
as per g.o. m.s. 363 dt 21-08-2010 of ma.ud dept doesn't mention that function halls can be constructed in residential zone.
as per g.o. m.s. 33 dt 24-01-2013 by ma.ud dept again specifically mentions that function halls can be constructed on plots above 3000 sq. mts. with an abutting road of 18 mts.
we require a clarification regarding the above whether or not we can construct a function hall in residential zone on plots more than 3000 sq. mts and abutting road of 18 mts.
Information regarding - whether the executive officer ddr. a. p. mondal is allowed to use his residential house as a marriage hall or not.

we wrote a letter to the administrator of kulti municipality on 20.01.15 and the executive officer directeddr.a.p.mondal not to use his residential house for commercial use as a marriage hall and to see him with valid documents on 17.03.15 and dr.a.p mondal did not visit as of 24.03.15.
in this circumstances,we pray to you to please let us know the following as per right to information act'2005:-
1:whether the redidential house of dr.a.p mondal was allowed to use as a commercial purpose,as a marriage hall.a copy of duch permit has to be given to us.
Information regarding - the certified copies of sale of property and a copy of the registry.

Details with documental proof of my flat no***** sheetal sargam, sheetal nagar, mira road, dist thane. i want to know the agreement details when the builder mr. ********* of (parivartan builders) sold to ms.******* and then ms. *********** to ms, ********** as at present i (mrs. ******** am owing the flat but i do not have the documents pertaining to that period from 1990 to 1995. as i may need the documents for further process if the building goes for redevelopment process.
